Dionysios Ballas has a diploma in electrical engineering and a master degree in marine sciences and management. He has been working at the Institute of Oceanography since 1998.
 He has been involved in the data acquisition and processing in the fields of marine geology and physical oceanography. He is responsible for the installation, maintenance, and upgrading of the infrastructure of the operational oceanography related to the observation of the marine environment such as anchored measuring stations, seabed platforms, and gliders.
